White House to Resurrect Labor-Management Partnerships

| Office of Personnel Management Director John Berry said last week that President Barack Obama will issue an executive order reviving labor-management partnerships disbanded by President George W. Bush eight years ago.
“There will be partnership executive order at some point,” he said at an event celebrating the 15th anniversary of the Coalition for Effective Change. “It will happen. We’re very close.” The partnership councils were created by President Bill Clinton in 1993 to force managers to improve agency performance by directing managers to involve union representatives as full partners in problem identification and crafting solutions and to negotiate over additional subjects that are key to such problem solving. |

Cynthia Ennis has served as Executive Vice President of Local 1923 for over 20 years and was elected as President in August, 2003. Cynthia is fervently committed and dedicated to the labor movement.
In her position, Cynthia will move full speed ahead and address some of the serious challenges currently facing the federal workforce. Issues such as personnel reform, contracting out, pay parity, the stripping away of bargaining rights, and continually rising health insurance premiums are just to name a few. Cynthia intends on tackling these and many other issues in order to provide federal employees the rights they so richly deserve.
